Rwanda's CMA sets out its regulatory approach to tokenised assets
CMA Rwanda has set out a regulatory approach to the tokenisation of financial assets, presented at the Inclusive FinTech Forum in Kigali in early 2026: securities tokenisation, real-world asset tokenisation and tokenised funds, treated under the existing Capital Markets Act rather than a new statute. Rwanda is building a regulatory pathway for token issuance before most of its neighbours have decided whether tokens are securities at all, and the direction of travel shows in the authority's own publications. Formal tokenisation guidelines had not been published as at our coverage date. For a market Rwanda's size, moving first on token infrastructure is a bid to host issuance that larger neighbours are not yet ready to regulate.
