Uganda: the Google order stands, quietly

The PDPO's July 2025 finding that Google must register locally and evidence its cross-border transfers remains the continent's clearest extraterritoriality holding; Google's compliance has not been publicly confirmed. The PDPO cannot fine, which is exactly why the precedent matters more than the order: the decision establishes that a foreign platform processing Ugandans' data is within the Act's reach, and the February 2026 WhatsApp/Meta decision now builds directly on that foundation.
