Uganda: the Google order stands, quietly

Uganda's PDPO found in July 2025 that Google must register locally and evidence its cross-border data transfers, a finding that remains the continent's clearest extraterritoriality holding. Google's compliance has not been publicly confirmed.

The PDPO cannot impose fines, which makes the precedent more significant than the order itself: the decision establishes that a foreign platform processing Ugandans' data falls within the Act's reach. The February 2026 WhatsApp/Meta decision builds directly on that foundation.
