Ethiopia's central bank declares birr-paired P2P crypto trades illegal, promises a framework

On 1 March 2026 the National Bank of Ethiopia declared all birr-paired peer-to-peer cryptocurrency transactions illegal unless explicitly authorised, citing foreign exchange manipulation, fraud and the absence of AML safeguards. Read past the headline ban and the statement is a transition signal. The prohibition is drawn narrowly (birr-paired P2P, not digital assets generally), authorisation is expressly contemplated, and the NBE confirmed it is developing a comprehensive digital asset framework with global peer regulators. The context is currency defence: since the July 2024 reform programme and its roughly 200% birr devaluation, the NBE has been closing arbitrage channels, and P2P crypto is one. Our read at the coverage date: Ethiopia is positioning for eventual licensing, not permanent prohibition, and when the framework lands it will likely be East Africa's second VASP regime after Kenya's.
